SECOND OSPAR MANAGEMENT COMMITTEE MEETING

COUNTRY REPORT

SINGAPORE

 

BACKGROUND

 

1 Under the OSPAR Project Japan granted ASEAN countries 1 billion Yen to purchase oil spill equipment to reinforce the national stockpile in the region Singapore was allocated 60 million Yen and received the equipment in Mar 94. OSPAR also established a computer Information Network System with the focal point in Jakarta.

 

NEW NATIONAL LEAD AGENCY

 

2 The OSPAR oil spill equipment was first delivered to the Port of Singapore Authority (PSA). With the formation of the Maritime and Port Authority of Singapore (MPA), on 2 Feb 96, MPA became the national lead agency on all oil spill matters. Consequently, the OSPAR project and its equipment were transferred to this new Authority.

 

3 The Maritime and Port Authority of Singapore (MPA), a new statutory board, was formed through the merger of the National Maritime Board, the Marine Department and the regulatory departments of the Port of Singapore Authority (PSA). By assuming the functions and responsibilities of these three organizations / departments MPA is now the sole regulatory body overseeing Singapore's port and maritime affairs.

 

 

MAINTENANCE OF EQUIPMENT

 

4 MPA did not encounter much problems with the maintenance of the equipment. The equipment was recently tested and found in serviceable condition.
